Share validation and request handling for verbosity, effort, and reasoning
summary while preserving provider precedence, messages, and prompt behavior.

Add 88 behavior cases exercised before and after the refactor, and record
the five-pass ai-slop-cleaner results and current native iOS launch blocker.

Validation: 8,489 passing tests; root/harness/desktop/mobile typechecks;
Biome lint/check; docs; comparison typecheck; both mobile Hermes exports.
