Off by default, `COWORK_ENABLE_WORKFLOWS=1` to enable, restart required —
mirroring the `tasks` flag exactly, so packaged builds ignore locally flipped
overrides and resolve to the build-time default.

Materializes `config.workflowsEnabled` in `loadConfig` as the single read point
for the tool layer, and fills in the two hand-written per-flag literals in the
desktop app that a new flag id does not reach automatically.
