Preserve allowBeforeHydration on busy-thread deferral; clear providerStatusRefreshing
only when the matching refresh generation completes; return JSON-RPC internal
errors when route handlers reject; close the workspace socket after thread
session_close/unsubscribe during workspace remove and restart.
