Five numbered links to the feature sections, as a second row of the sticky
header so the index stays reachable the whole way down. One SECTIONS list
drives both the links and the id on each target section, so a renamed anchor
cannot leave a dead link behind.

The header is now two rows and 94px tall, so the sections carry scroll-mt-28
rather than -24; at -24 targets cleared the pinned header by 2px and any
future header growth would have tucked them underneath.
