refactor(web): move org settings into the account modal, fix rail bell tooltip

## What
- Move org settings out of the `[username]/settings/*` routes into the
  account-settings modal: delete the route pages/layout/nav/loader and relocate
  the actions + sections into `components/account-settings/*`
  (organization-actions, organization-sections, org-settings-data,
  organization-settings-section).
- Fix the rail notifications-bell tooltip — anchor it to a span wrapper so the
  tooltip and popover triggers no longer contend for the same element.
