Resolve the palette anchor from the display under the pointer instead of
NSScreen.main, which is the key window's screen and therefore always the
menu-bar display for an accessory app driving a non-activating panel.

Gated behind AppSettings.openOnCursorScreen (default on), mirrored in
SettingsBackup, with a toggle in Settings -> Appearance. The anchor is still
resolved once per summon, so compact<->expanded resizes cannot move the window.
