Detect our own accepted manifest commit when restarting a publish that
died after CAS but before local completion. Apply RetryPolicy connect and
per-attempt timeouts to all production provider HTTP clients. Add crash-
window fault-injection tests for candidate upload failure, CAS network
failure, post-CAS recovery, concurrent writers, and transfer identity
invalidation.
