- Use enum as_str() methods instead of format!("{:?}").to_lowercase()
  for LocalState, OperationKind, and OperationState in diagnostics IPC.
  The Debug-derived format drops underscores for multi-word variants
  (ReauthRequired -> reauthrequired, DownloadAsset -> downloadasset,
  RetryWait -> retrywait), which does not match the snake_case values
  documented by the contract. The as_str() methods return the correct
  snake_case strings.
- Regenerate CHANGELOG.md with pnpm changelog so the frontend states
  entry is produced by git-cliff with the proper PR reference, instead
  of being hand-written.
