DavyExtractToDirectory(string,string,bool) overload does not exist in .NET Framework (PowerShell 5.1 on Windows runners). The 3-arg overload expects Encoding, not bool. Copy the .nupkg to a .zip stub file so Expand-Archive (which only accepts .zip extensions) can extract it.
