Rebuild the remote chunk cache as a persistent, revision-aware, verified
catalog backed by remote_cache_entries. Cache keys now derive from
(library_id, relative_path, provider_revision, expected_size) so a
replaced remote object cannot reuse stale bytes. Default budget is 2 GiB
(was unbounded). LRU uses persistent wall-clock timestamps; pinned
active/buffering tracks survive eviction; startup reconciliation removes
orphaned data files and inconsistent catalog rows. Adds
get_remote_cache_usage and clear_remote_cache IPC commands.
