fix(scripts): pass --force-local to tar on Windows for ORT extraction

GNU tar (Git Bash on Windows) interprets "C:\path" as a remote
host:path reference. --force-local makes it treat the colon as a
literal drive separator, fixing ONNX Runtime extraction on Windows
runners.
