Stop mark_upload_status from demoting executor RetryWait to terminal Failed so
durable retry and startup recovery keep working after network faults.

Bind import/batch song IDs onto the same prepared operation before pending so
crash recovery never parks on empty payloads, and cancel empty placeholders.

Install credential token + refresh epoch before clearing the single-flight
slot and notifying waiters. Share one activate_verified_database_candidate
helper for pull and bootstrap so LKG restore and schema checks stay equivalent.
